I would recommend you to visit Rohtang pass(approx. 51 km – about 2 hours) from Manali. It is an amazing and absolutely serene sight to behold! The best way to reach Manali during snowfall is via road. Rajasthan is a good option..if you prepare for good rain and pack the bags according to that then can visit Shimla/Manali.
